In the original Witch Hunters (and Daemon Hunters) codex, there was a rule that not only allowed a Witch Hunters army to contain Imperial Guard or Space Marine units, but for the reverse to be true as well. A fairly common tactic under the old Guard codex was to take a squad of Grey Knight Terminators or Seraphim as a troubleshooting unit (since our mobility tended to suck).
Apparently, GW has decided that Imperial armies shouldn't be allowed to do that anymore, and is updating Sisters so that it will be illegal to do so.

Probably so if you want to field units from different codex's like that you need to get a legal army of those units

Another thing was in the D/H codex people used to have a cheapo Inquisitor (elite choice) with 2 astropaths, which would allow you to shoot at any deep strikers with any allied squad within a certain range.
So deep strikers come on the board; you have the Inq squad next to a LRBT - BAM!
